MacBook + 2 mics + USB audio interface
To get started, I'd say get a basic MacBook with a Superdrive (currently $999 refurb from Apple). It includes GarageBand pre-installed, which is a great recording and music production app. You'll also need mics and an audio interface (to connect the mics to the computer).
